Servicio de Administración y Enajenación de Bienes (“SAE”) (Asset Management and Disposition Agency)
SAE is a public and decentralized agency of Mexico’s Federal Public Administration, with legal status and independent capital structure. It was created on June 17th of 2003, as the result of the Law “Ley Federal para la Administración y Enajenación de Bienes del Sector Público”, approved by the Congress at the end of 2002. This law addressed the opportunity to align in a single institution the efforts and functions that until then, were performed by several different entities of the Federal Government.
Its mission is to contribute strengthening the public finances of the Mexican Financial System and property rights through:
i) Efficient management of transferred assets;
ii) Disposition of goods, financial and intangible assets that maximize its return and,
iii) When applicable, the destruction or liquidation of the assets entrusted.
In unrestricted allegiance to the law, seeking the most suitable economic and financial terms in the least amount of time.
Its vision is to become a public agency recognized by its excellence in efficient process development and implementation regarding assets transfers, custody, management, liquidation and disposition, and when applicable, donation or destruction of the assets entrusted.
Accordingly, their programs and activities have been designed in a context of innovation under the principle of continuous improvement.
Due to the variety of assets received by SAE, it is formed by multidisciplinary professionals, with a structure capable of undertaking the challenge that implies receiving, managing and allocating millions of goods and Real Estate each year, recovering aged overdue portfolio granted originally by federal financial institutions.
Technically autonomous and with an effective corporate management, oriented to the immediate decision making, combined with its professional human capital, efficient information management systems and dynamic and flexible transaction schemes, SAE performs, among other, the following activities:
- Sell goods and Real Estate obtained from federal criminal procedures with final sentence in favour of the government, as in administrative procedures related with foreign trade (customs) and taxes. Sales via internet (www.saecomercial.com.mx), in-site or public auctions (www.sae.gob.mx/SAE/Comercial).
- Sell loan portfolios through public auctions.
- Sell transferred businesses through auctions, related with federal criminal procedures
- Case-by-case recovery of aged overdue portfolio granted originally by development banks and transferred to the SAE, through massive group gatherings with borrowers.
- Destruct assets, property of the Federal Government, transferred to the SAE, when good’s nature qualifies as non marketable merchandise (used clothes, illegally produced or contaminated goods, etc.).
- Manage several seized assets by the Attorneys General Office (PGR) related with federal criminal procedures, during the trial.
- Liquidate entrusted public and private companies.
- Donation of goods to federal public entities, state and municipal government and authorized institutions in order to assist in natural disasters or social development programs.(Donations).
